Job Summary:
The Access Services Mental Health Clinician is a professional position. Mental Health Clinician provides the first contact for all individuals seeking and/or inquiring about mental health/substance abuse services. The Mental Health Clinician completes a screening to determine eligibility and level of care/need for individuals seeking services at WMCMH. The Mental Health Clinician provides triage, level of care authorization/reauthorization, coordination with other providers, disease specific education, follow-up services to reduce the utilization of higher levels of care, facilitates treatment, enhances compliance with the established provider network, researches and/or coordinates educational materials according to the persons need, encourages and empowers each person regarding their care and, facilitates individual/family early detection and intervention, and enhances accuracy and consistency of diagnostics.

Job Responsibilities:
1. Program assessment and evaluation services
Completion of a comprehensive assessment for either Mental Health or Substance Use which determines service eligibility, including medical necessity, and therapeutic appropriateness for persons seeking services at WMCMH. The Assessments identify and reflect each person’s presenting problem, clarification of the identified problem, including functional impairments and desired outcomes. Additional assessment items include a comprehensive mental status evaluation, identification of health and safety risks, diagnostic workup, natural supports, consumer assets and a referral and link to the most appropriate resources necessary to address the identified need(s).

2. Linking to, coordinating with, follow-up of, advocacy with, and /or monitoring Specialty Services and Supports and other community services/supports
Linking and coordination of resources in accordance to each person’s identified need, both internal and external, and coordination of care, services or benefits provided to each person. Additionally, there is ongoing coordination of services with each person’s Primary Care Physician and the qualified health care providers. Each individual is provided assistance in the development and maintenance of natural supports.

3. Support Services
Acting as a consistent link into the system for the individual and/or family, including educational support around the specific disability, and/or condition. Education and/or counseling for families caring for, or who regularly interact with, a family member who has serious mental illness, addiction, severe emotional disturbance or disability. Education includes information about the disability, treatment options and regimens, use of medication, management and crisis situations, etc.

4. Maintenance of the key elements of the individual consumer record
The clinical record is the responsibility of the identified provider and/or care manager. The identified provider and/or case manager holds responsibility in assuring the record is up to date and accurate with releases, consents and other pertinent clinical information. They are to assure that the consumer’s confidentiality of information is maintained and have knowledge of what is in the clinical record.

5. Mental Health Crisis Assessment and Intervention Services
The process of responding to community identified mental health crisis 24 hours a day, 7 days a week and includes serving on an afterhours on-call rotation. The process includes identification and clarification of the presenting problem, triage, crisis intervention, coordination of support and appropriate referral.

6. Brief Individual Mental Health Psychotherapy Services
Defined as the general application of one or more psychotherapies for the purpose of modifying maladaptive behavior or the reduction of dysfunctional symptoms for consumers requiring three sessions or fewer (i.e., employee assistance programs).

7. Diagnostic Testing Services.
Includes the administration and interpretation of psychological tests as it pertains to the diagnostic assessment. This includes projective testing, personality testing, and IQ testing for differential diagnostic purposes. This does not include neuropsychological testing, which is a specialty area outside of the Medicaid / General Fund service boundaries.

Job Qualifications:
1. State of Michigan licensure, certification, or registration as required by one of the following professions: Psychologist (LP, LLP, and TLLP), Physician (MD or DO), Licensed Master’s Social Worker (LMSW or LLMSW), Licensed Professional Counselor (LPC or LLPC), or Licensed Marriage and Family Therapist (LMFT). If not currently licensed, certified, or registered in one of these professions, the individual must be eligible and willing to apply for and obtain such licensure, certification, or registration immediately per the guidelines for the profession.

In addition, the individual must have or be eligible to obtain certification for one of the following: Certified Alcohol and Drug Counselor, Certified Advanced Alcohol and Drug Counselor, or a Certified Co-Occurring Disorders Professional – Diplomate through the Michigan Certification Board for Addiction Professionals (MCBAP) or enter into a developmental plan to obtain certification following the requirements of MCBAP.

2. Must be a Mental Health Professional (MHP), Qualified Mental Health Professional (QMHP), Children’s Mental Health Professional (CMHP) and a Qualified Intellectual Disability Professional (QIDP) or must be eligible to obtain the designations.

3. Enrolled in/or have completed formal study, course credits and practicum experience at the graduate level in theory and application of one or more current individual and group psychotherapies at an accredited college or university. These may include but are not limited to Interpersonal Psychotherapy, Cognitive Behavioral Therapy, Rational-Emotive Therapy, Behavior Therapy, Reality Therapy, and Solution-Focused Psychotherapy. Cognitive Behavioral Therapy preferred.

4. A minimum of 5 years conducting clinical assessments is preferred. Position incumbent must be competent to provide assessments for all population groups (severely mentally ill adults, adults with acute behavioral health care problems, severely emotionally impaired children and families, persons who are developmentally disabled and persons with a substance abuse/chemically dependent disorder) as well as older adults with complicated medical/psychiatric problems.

5. Position incumbents must have documented, demonstrated skills and understanding in clinical diagnostic work using the DSM-IV, American Society of Addiction Medicine Patient Placement Criteria (ASAM PPC), Addiction Severity Index – Multimedia Version (ASI –MV), the Comprehensive Health Assessment for Teens (CHAT), or any newer version or printing of these or alternative tools as approved by CoC. In addition, the position incumbent must show evidence of clinical judgement in their ability to accurately interpret psychological testing data and/or psychiatric evaluation information for the purpose of differential diagnosis and treatment decisions. They can show evidence of good clinical judgment.


6. Previous work experience within a Behavioral Health setting such as a Community Mental Health is highly desirable. Emergency services and/or crisis management experience is highly desirable.

7. Must be credentialed and privileged to practice at WMCMH by the Executive Committee of the Clinical Oversight Committee of WMCMH.

8. Must possess a valid driver’s license and provide own transportation to and from meetings and activities at varying work locations including all agency locations in Lake, Mason, and Oceana Counties.

9. Lived experiences with mental illness/developmental disabilities/substance use disorders are valued.
